Phase Report
The Monmouth County 1998 Cross Acceptance Final Comparison
Phase Report is more than 500 pages in length. With many
of these pages containing graphics, the entire report is broken up into
parts to speed loading. This report is also printed, bound and distributed
as one entire publication to each of the county libraries. A copy is also
available for viewing at the Monmouth County Planning Board.
The map at the end of this report is too large for scanning. This
map shows the location of proposed amendments. If you need to review
this map, please visit a county library or the Monmouth County Planning
Board. Because this map is drawn to a scale of about 1 inch to the mile,
residents needing the precise location for amendments should contact the
Monmouth County Planning Board.

Overview
The New Jersey State Development and Redevelopment Plan
adopted in 1992 is a guide for providing coordinated, sound and integrated
planning throughout our state. The plan established overall planning
objectives designed to "conserve our natural resources, revival
of our urban centers, protect the quality of our environment, and provide
the needed housing and provide adequate public services at a reasonable
cost while promoting beneficial economic growth, development and renewal."
The State Plan is currently being reexamined.
Cross acceptance is the process used to give municipalities,
the county, the state agencies and the private sector an opportunity
to participate in the reexamination of the state plan. Since the state
plan serves as a framework for the future development of the state,
it is important that the vision and the objectives in the state plan
are compatible with what municipalities are seeking for their communities.
The county planning board is meeting with each of the
53 municipalities in our county during cross acceptance and is discussing
state and county plans and municipalities plans. Population and employment
projections are also discussed at these meetings. The Planning
staff will convey comments and recommendations about the New Jersey
State Development and Redevelopment Plan: Re-examination Report and
Preliminary Plan to the State Planning Commission. During Cross Acceptance,
the planning staff is also promoting eleven planning concepts
that are designed to make Monmouth County municipalities a more vibrant
place to live. These concepts include:
