Monmouth County The revised Monmouth County Development Regulations were adopted by the Board of Chosen Freeholders on January 22, 2004. These regulations will become effective on March 15, 2004. You can download the regulations from the two links at the left of this page. Hard copies of the Regulations will be sent about the first week of March 2004 to all municipal clerks, municipal engineers, municipal planning boards and municipal zoning boards of adjustment. These
